Organization
Blue Ventures (BV) is a marine conservation organization that rebuilds tropical fisheries with coastal communities. By supporting Indigenous practices of small-scale fishers(SSF), BV helps address overfishing, habitat destruction, and climate change impacts. Its approach leverages traditional governance systems like Sasi (Indonesia), Tara bandu (Timor Leste), and Dina (Madagascar) to promote sustainable fisheries management. By 2030, BV aims to support 5 million people and protect 200,000 km² of high-biodiversity coastal seas.
Impact
BV's model integrates four key pillars: securing fishers' rights, community-led fisheries management, financial inclusion, and food security. Its data-driven approach empowers communities to monitor fish stocks in near real-time, improving decision-making and sustainability. BV’s pathway to scale focuses on supporting local partner organizations in leading lasting change. The organization currently provides £3.8 million in subgrants to over 50 local NGOs and CBOs in 10 countries, with plans to scale support to 400 partners across 20 countries by 2030.
Community Engagement
BV pioneers locally managed marine areas (LMMAs), empowering communities to take ownership of their coastal resources. As an enabling organisation, Blue Ventures operates through three pathways to impact: it finds and funds local organizations that possess the presence, proximity, and permanence necessary to work with communities in establishing legal and functional LMMAs; it provides ongoing support to enhance their skills while catalyzing, iterating, expanding, and sustaining these efforts; and it amplifies the voices of SSF and customary law communities at national and global levels to ensure their priorities are acknowledged.
BV’s initiatives include all-women fisheries monitoring groups, learning exchanges, and leadership training to enhance community capacity. In Madagascar, BV has helped establish a national LMMA network (MIHARI) representing over 200 communities. Its gender-inclusive approach ensures that women play a key role in fisheries decision-making, strengthening conservation efforts and local livelihoods and helping preserve Indigenous peoples' cultural identity and heritage.
Policy Influence
BV actively advocates for small-scale fishers' rights in global conservation policies, contributing to the post-2020 Global Biodiversity Framework, a global roadmap to halt and reverse biodiversity loss by 2030. BV founded and hosts the Transform Bottom Trawling Coalition, now a 100-member network working to reduce bottom trawling’s impact. BV collaborates with various partners, including the ICCA Consortium, to amplify Indigenous and small-scale fishers’ voices in policy discussions. Its advocacy efforts have influenced national fisheries policies, including Thailand’s commitment to phase out bottom trawling.

Ebrima Saidy is the Chief Executive Officer of Blue Ventures, a leading organisation working to restore the world's oceans and improve the livelihoods of fishing communities. With 25 years of experience in humanitarian and development work, Ebrima has a wealth of expertise in impact-focused, rights-based community-driven programming, from start-up to growth and exit. Previously, he held key leadership roles at Save the Children International, War Child UK, and other prominent organisations, driving positive change in over 100 countries. Ebrima grew up in a small coastal fishing village in The Gambia. He is passionate about the intersection of ocean conservation and human rights and is committed to leading Blue Ventures in its mission to create a thriving future for both the ocean and the people who depend on it.
